(1) 03555 should be separately encoded.
(2) China should not change the glyph shape for U+82B2. The exact glyph shape for China in U+82B2 is used in 第一批异体字整理表 and hence listed in 通用規範漢字表 to mean 花, so it is not a typical GE character but actually a character being used.
Disunification based on semantics and freezing shapes can ensure that currently encoded text does not change in shape nor meaning due to the disunification. If any glyph change is made, then existing text's semantics will be irreversibly corrupted.
Please refer to the evidence submitted by UK. The evidence of Hanyu Dazidian version 1, as one of the four original authoritative dictionary of CJK Unified Ideographs, is sufficient proof of non-cognate and should validate disunification.
The fact that the actual glyph shape for 03555 is the same as the glyph shape for J-source of U+82B2 should be overruled by the fact that such difference in glyph shape for the G-region constitutes as a reliable distinction in terms of semantics.
