According to the evidence, it is a variant of 昛. 日 and 月 radical are often interchanged, so it can be determined the correct radical is 月, not 肉.
Consider changing the glyph shape to use 月 instead of ⺼. In Guwen Sisheng Yun, due to the time it was composed in, ⺼ and 月 are not distinguishing glyph shapes for moon or meat semantic. Therefore, the experts of TCA will need to use semantic judgement to determine the correct normalized glyph shape.
