UNIFICATION
First normalize right hand side to 𭑃 (U+2D443), then Unify/IVD 陓 (U+9653).
Regarding the normalization, refer to information provided by expert Chau Gienwen:
《漢大》字形有誤，原因有二。從證據上說，査《重訂直音篇》〔（明）章黼〕實際作「⿰阝𭑃」（http://ctext.org/library.pl?if=gb&file=18582&page=66，或見附圖）。從字理上說，我們知道「亏」是「于」的異寫字，而「𭑃」和「夸」也互爲異寫字關係；GHZR74438.04既已言明同「陓」，那麼從其右下方就應該是「于」而不是「干」。建議GHZR74438.04依《重訂直音篇》實際字形改爲「⿰阝𭑃」。
Translation by Henry: HYDZD's glyph is in error, for two reasons. From the evidence, the actual shape in 《重訂直音篇》〔（明）章黼〕is 「⿰阝𭑃」. From the etymological point of view, 「亏」is a variant form of 「于」, and 「𭑃」/「夸」are variants. Since GHZR74438.04 says that it is same as 「陓」, then the bottom right should be 「于」 and not 「干」. Suggest to change GHZR74438.04 to follow actual glyph in 《重訂直音篇》 to be 「⿰阝𭑃」.

Suggest new UCV Rule: 𭑃 (U+2D443) = 夸 (U+5938).
Existing Disunified:
𭑃 (U+2D443) = 夸 (U+5938)
𣳹 (U+23CF9) = 洿 (U+6D3F)
于 and 亏 are historically the same component (but different in modern day). However, for characters containing 于 and 亏, most of the time there is no difference.
E.g. 汙 = 污.
