I do not think it is particularly useful to give IDS to a character that cannot be analysed as being composed of more than one component. In this case the character may look like 𠃊 and ㇎ is they are joined together, but you cannot say that the character is composed from these two components (the component 𠃊 corresponds to the first and last strokes of the character, so this component does not occur at all in the character).
