Disagree. The rule mentioned by China to unify 㲋 and 兔 is not suitable for IRG.
Below is the original inscription in 多友鼎.
The distinction between 兔 and 㲋 was already lost in the early stage. A feature that might tell 㲋 from 兔 is open mouth, but here it is closed. Thus we could not see any reason to transcribe it using 㲋.

In addition, according to the article (http://www.gwz.fudan.edu.cn/Web/Show/1095)provided by Wang Yifan, the author 王寧 explained that in the 周 Dynasty, 兔 and 㲋 were no distinction in glyphs. Therefore, based on these informations, UK-10086 could be unified with 𬌍 (U+2C30D).
