Their presence in the CNS 11643 standard can certainly serve as supplementary evidence, but it should not be the sole evidence. The reading given is "yíng", but the reading for the similar character is 㡻 (U+387B) is given in Kangxi as 連條切，音聊 or 力救切，音溜, suggesting "liao2" or "liu2"; If "yíng" is correct, the 2 characters are probably not related. But, it would be good to have evidence for the reading "yíng".
