Agree to TCA that it should be unified to 絗 U+7D57 according to UCV #316; and then NUCV #317 for 回 and 囬 should be removed.
Unify to 緬 (U+7DEC); instead of U+7D57 絗.
According to the evidence, it is a vulgar form of 緬 instead of 絗.

Disagree. The character seems not unifiable with 絗 U+7D57: non-cognate; nor with 緬 U+7DEC: different number of components.
