Potentially unifiable to 𡬹 (U+21B39).
首 is the more common form of head than 𩠐. Based on precedent of the unification of 責 with 𧵩, 眉 and 睂 in IRG 60, the relationship between 首 and 𩠐 is identical, so a new UCV should be created.
