This is an ideograph of Empress Wu (則天文字, use IEW as below).
According to IRG discussion on WS2017-03181:T13-3A45 (https://hc.jsecs.org/irg/ws2017/app/?id=03181), "Wuhou characters variant should be processed with ivd in principle."
