For Evidence 1, the word 勑~ is standing with the words 牒羅, 于闐 (Khotan) and 波斯 (Persia), so 勑~ and 牒羅 must be the geographic names. 牒羅 looks a part included in Tocharistan (吐火罗), and maybe 勑~ is related to 勑勒 (Tiele). And some scholars think this character is also related to one Old Turkic word 𐱅𐰃𐰏𐰤 (Tegin), but this is not the consensus.
