The first evidence indicates ⿰⿱口了鳥 reads as 囂. The second evidence 鴟⿰⿱口了鳥, 《說文》has 鴟鴞.
It seems to be misprint/variant of 鴞
Unify to 鴞 (U+9D1E).
Compare UCV #394 and #395 which unify 了 and 丂 shapes. Consider adding an additional UCV.

There should be a new UCV for ⿱口了 and 号 on the left.
