We can't pending a character just because it's a variant.

In the first evidence ⿰禾岙 is the surname of ⿰禾岙慧. He/she is a contemporary person, which means it is very unlikely his/her surname was ever changed from ⿰禾岙 to 嵇 or vice.

We can find 嵇慧 (graduated from 竹根滩实验部 which matches the original evidence) in a 2009 web post

Of course more compelling evidences can only come from Ministry of Public Security (China), for example a reproduction of his/her ID.

I don't oppose encoding 八輔 characters, but the evidence is not compelling enough, especially when it is in a contemporary person surname. More evidences, except the 八輔 codecharts, will surely be helpful.

The evidence provided in comment #2399 is not a running text which means the unencoded character can be represented by an encoded character, thus it can not prove the character is 嵇.
