The glyph is identical with third glyph in UCV rule 222a, which, of course, non-cogante with this.
▲ 衛生集（清同治刊本）卷下 folio 41 gives 𡵉
▲ 淨土晨鐘（大藏新纂卍續藏經）卷5 also gives 𡵉
There are older versions of 淨土晨鐘 definitely worthy of checking, but they are not available online.

Since the character is used for transliterating Sanskrit character, but now it is not attested in Buddhist texts, I suggest pending more evidences.
