The following evidences give very similar shape to the proposed character ⿺辶眘:

Based on the evidences above, it is likely that both ⿺辶眘 with the eye component and ⿺辶昚 with sun component are vulgar variants of 遼. But given that 眘 is very different from 尞 and the proposed character ⿺辶眘 is used in different sources, it is not better to unify ⿺辶眘 to 遼.
