Judging from the evidence, there is indeed a horizontal stroke above "糸".

The previous evidence shows the real ⿰犭索 glyph, and I think it's impossible to disunify ⿰犭⿳十冖系 and ⿰犭索 in future. Maybe it's better to encode the ⿰犭索 form. This evidence shows ⿰犭索 is related to a kind of monkey in Africa.
BTW, Solon does not mean the Athenian statesman, lawmaker, and poet, which means “pioneer” in old Manchu language.
