The evidence is quoted in 《說文廣義》卷1 folio 53: https://nrs.harvard.edu/urn-3:FHCL:4596689?n=78, however the next page enumerates the shuowen seal script forms of ⿰魚函, which is clearly 䱤.
The content of 說文廣義 includes every characters it mentioned, which also has 䱤: https://nrs.harvard.edu/urn-3:FHCL:4596689?n=24
Because the source has contradicting evidences on ⿰魚函, I would suggest pending more evidences on ⿰魚函.
The evidence shows the fanqie of this character is 戸𧸖切.
The 音韻地位 of 戸 is 匣母遇攝姥韻上聲開口一等;
the 音韻地位 of 𧸖 is 澄母咸攝咸韻去聲開口二等,
that means the 音韻地位 of the submitted character is 匣母咸攝咸韻去聲開口二等.
In 廣韻, there are two fanqie for 䱤 (U+4C64).
古念切 means 見母咸攝添韻去聲開口四等
戸韽切 means 澄母咸攝咸韻去聲開口二等 which matches 戸𧸖切 as well.
Therefore, this character is the typo of 䱤 (U+4C64) without any doubt. 函聲 is also a typo.
If any expert can prove it is the stable error, IRG could consider to keep it as-is. However, I can’t find any useful evidence.
I understand according to the small seal and Fanqie, it should be transfered into 䱤, but as it has been defined as a head character, what we should do is to encode it instead of correcting the original book.
