IMO the left component of ⿰鼠鬲 is not in regular scripts.
Consider provide a new evidence of ⿰鼠鬲 in regular script.

According to “所列之字兼存篆隸二體”, each character should have 2 glyphs in the book. It would be helpful showing whole page of the evidence to see what the seal script of this character is.
As the annotations under the Kai style head characters, 隸 means 隸定/transfer obviously.

From the whole page evidence, we know that the seal script of this character is
, which is apparently 𪖍. Therefore ⿰鼠鬲 here should have been the clerical script form of 𪖍. The current shape here is no doubt a misprint, likely influenced by the 𩹺 on its right.
We need more evidences for an error form to be encoded.
