Here is 㬐 in 六書索隱 authored by 楊慎（1488-1559）, which quotes 文選（李善）注.

We can not draw the conclusion that 㬐 is a misprint of ⿰目晉 because 六臣註文選（四部叢刊景南宋建州本）gives 㬐:

The original UK evidence is a reprint of 文選李善註宋淳熙尤袤刻本, which means both ⿰目晉 and 㬐 exist in different 文選 versions no later than 南宋. ⿰目晉 should be encoded separately because as an ancient nation name, we don't know which one is correct.
