Based on the evidence, the semantic element is 算, and the phonetic element is 力 (老借 lig, 新借 liz), but this character is also used to record the Zhuang word “diet” (iron).

It is OK to keep both of them as the radicals.

All writers agree that 力 is the phonetic and 算 is a semantic component, so it makes sense to keep the second radical. As to the Zhuang word for iron, here it is 'lik' which is the word for iron in Longzhou and other places rather than the standard 'diet'. The character is a variant of U+2CAC2

I checked the pronunciation data in my hand, and I found the Zhuang reading in 上思 is leːk⁷, in 德保 is lek⁷. These two are possibly related to 龙州.
