Similar to 耡(U+8021).
It's possible that VN-F048E is simply an error for 耡 (U+8021). The only other evidence we currently have for this character is in the standard document "Kho Chữ Hán Nôm Mã Hoá":
Unify to 耡 (U+8021)?
Based on Lee’s Comment #10774, VN-F048E is really the variant of U+8021 耡 without V-Source reference now (maybe VN-08021 in future). The right parts, 𦔳 and 助 are also the variant pair. U+26533 𦔳 was submitted by TCA and Vietnam did the horizontal extension later. This one is also included in GCA list as one GCA-F one with the same meaning as TCA.
May be we can add 助~𦔳 as one UCV pair as lv. 2.
