Based on the text, it's a variant of U+6C23 氣. And U+23C56 𣱖 is also a variant of 氣.

Agree to unify to 𣱖 (U+23C56).
A misprint of WS2021-01956.
Meanwhile, ⿹气二 is still quite stable to be encoded.
The new evidence confirms that it is a trivial variant of 𣱖 which should be unified with 𣱖 (U+23C56) by UCV 47.
If UCV #47 is considered to be referred, it may need to be extended.
⿹气土 has been included in WS2021 as 01956.
