The evidence image, which is simply a code chart excerpt, is insufficient. While the link to the CNS 11643 website is better, it also is insufficient. A dictionary entry or book excerpt that explains its meaning or shows the ideograph in context is desirable.

IRGN2486 (TCA's submission for WS2021) indicates that the evidence image is from the household service database, from which the name on each person's ID card is printed. It is not simply a code chart; it is an official government document with legal effect. For further explanation, please see IRGN2546.

There is another character ⿱艹瞧 (TE-4239) which is unifiable with this character. Would TCA consider encoding TE-4239 instead, and encoding TC-7C61 as an ideographic variant of TE-4239?

Although it has component 貝 versus 目 in the submitted character. The 貝 could be influenced from the adjacent 灬 below 隹. I suggest TCA do some offline research to check whether these characters are related.

Because of the common structure, TCA has agreed to change the proposed form to TE-4239, so EVIDENCE is unable to provide the Table produced by the Household System, and TCA can provide the BMP glyph printed by the MOI in 2004 as new evidence.
