Per #5731 and #10887, this character should be unified with (U+2CEA4), which was appended to the CJK Unified Ideographs Extension E block per Recommendation IRG M64.05 on page 2 of document IRG N2765. U+2CEA4 will be included in Unicode Version 17.0.
Based on all of the discussion and additional evidence to date, it is clear that UTC-03359 is not cognate with 𢬧 (U+22B27) (as recorded on 2025-03-19), and while it is clearly a variant of U+62DC 拜, which in turn is a variant of U+62DD 拝, it is not unifiable according IRG unification rules.
Based on the previous discussion, and the changes that will be in Unicode Version 17.0 described in #4238, add Radical 140.0 (艸), SC=9, FS=4 as a secondary radical. Also note that the GB/T 7589 and SJ/T 11239 standards classify this ideograph under two separate radicals, 151 for the former, and 140 for the latter, which sets a precedent for multiple radicals for such ideographs.

Although this ideograph has an etymology that involves katakana ト (to), its components should be purely Han, so there is no reason to further postpone it. SAT should consider redesigning its representative glyph to make that point clearer, because its first three strokes -- one vertical followed by two horizontal -- appear to be non-Han.
